Absher Vehicle Ownership Transfer (مبايعة المركبات)
General Directorate of Traffic (Muroor) Online Sales SystemComplete secure private vehicle sales between individuals online with integrated escrow deposit protection without visiting physical car showrooms (Ma'arad).
Buying or selling a used vehicle in Saudi Arabia between private individuals no longer requires visiting a physical vehicle showroom (Ma'arad) or paying dealership commission fees. Through the official Absher Vehicle Ownership Transfer (Mubayea) service, citizens and expatriate residents can execute the entire sale, payment escrow, and title deed transfer digitally.
Mandatory Conditions Before Starting the Transfer
- Inspection & Registration: The vehicle must have a valid annual periodic inspection (Fahas) and active vehicle registration (Istimara).
- Buyer Insurance: The buyer must purchase a valid vehicle insurance policy under their own name/Iqama prior to transfer.
- No Unpaid Fines: Neither the seller, buyer, nor the car itself can have outstanding traffic violations.
- Expat Ownership Limit: Expatriate residents are legally permitted to own a maximum of two private vehicles.
- Agreed Price Range: The declared sale price must be between SAR 500 and SAR 1,000,000.
Step-by-Step: The Online Sale Process on Absher
Phase 1: Seller Initiates the Request
- The seller logs in to Absher.sa.
- Goes to Vehicles > Vehicle Services > Vehicle Ownership Transfer.
- Selects the car to be sold and enters the buyer's Iqama Number and Date of Birth.
- Enters the agreed sale price and inputs the seller's Saudi bank IBAN to receive the funds.
- Submits the transaction request.
Phase 2: Buyer Accepts & Deposits Funds
- The buyer receives an SMS notification and logs in to their personal Absher account.
- Navigates to Vehicle Ownership Transfer and accepts the pending sale request.
- Absher generates an authorized intermediate Escrow Bank Account (Damin) IBAN.
- The buyer transfers the agreed car price plus the transaction fee (SAR 150 government fee + SAR 230 platform fee = SAR 380 total) to the escrow account via regular local bank wire.
Phase 3: Final Delivery Confirmation
Once the funds clear in escrow, both parties meet to physically hand over the keys. The seller logs in to Absher and clicks "Deliver Vehicle". The car title immediately transfers to the buyer's digital wallet, and the escrow funds are automatically released to the seller's bank account within hours.
