In the Kingdom of Saudi Arabia, any individual employed in sectors affecting public hygiene—including restaurants, cafeterias, bakeries, coffee shops, grocery stores, barber shops, and laundries—must hold a valid Municipal Health Certificate (الشهادة الصحية / Baldia Card). Operating without this official electronic credential during a municipal inspection results in substantial financial penalties for the employer and suspension of the worker.
The entire application and renewal procedure is issued electronically through the unified Balady platform.
Step-by-Step Guide: How to Issue Your Health Certificate
- Go to the official municipal portal: Balady.gov.sa.
- Log in via the National Single Sign-On (Nafath).
- Navigate to Health Certificate Services (خدمات الشهادات الصحية) > Issue a Health Certificate.
- Input your 10-digit Iqama Number and the commercial license number of your workplace.
- Select your specific occupational category (Chef, Waiter, Food Handler, Barber, etc.).
- Medical Screening: Visit an accredited Ministry of Health diagnostic center for physical exams, blood screening, and stool tests. The clinic automatically uploads the medical fitness confirmation directly to the Balady system.
- Health Education Training: In select municipalities, workers must pass an online health education safety lecture and computer test.
- Pay the municipal fee (SAR 60 via Sadad or Mada).
- Print the digital certificate with its official QR verification code or view it inside the Balady mobile app.
