Driving with an expired vehicle registration card, locally known as an Istimara (استمارة), carries an automated fine of SAR 100 for every year of delay after a 60-day grace period. Furthermore, vehicles with expired registration cannot be legally sold, transferred, or driven across international borders into Bahrain, the UAE, or other GCC countries.

Checking your Istimara expiration date and fulfilling the renewal requirements can be completed entirely online through Absher.

Step-by-Step: How to Check Istimara Validity on Absher

  1. Log in to Absher.sa (Individuals).
  2. Enter your National ID / Iqama Number and password, then input the SMS OTP.
  3. From the main dashboard, go to My Services (خدماتي) > Vehicles (المركبات).
  4. Select Vehicle Management (إدارة المركبات).
  5. Choose your registered car from the list.
  6. The vehicle details screen will display:
    • Istimara Expiration Date: Shown in Gregorian and Hijri formats.
    • Periodic Inspection (Fahas) Status: Valid or Expired.
    • Vehicle Insurance Status: Valid or Expired.

Pre-requisites to Renew Your Istimara Online

Before Absher allows you to click "Renew Vehicle Registration", you must satisfy four mandatory conditions:

  • 1. Active Vehicle Insurance: Must have valid Third-Party or Comprehensive insurance registered in the traffic database.
  • 2. Valid Periodic Inspection (Fahas): Must have passed an annual MVPI test within the last 12 months.
  • 3. Zero Traffic Violations: All outstanding traffic fines registered against your Iqama and vehicle must be paid via Sadad.
  • 4. Government Renewal Fee: Pay the official renewal fee (typically SAR 300 for a 3-year private vehicle renewal) through your mobile banking app under Sadad > Government Payments > Motor Vehicles > Renew Vehicle Registration.

Receiving Your Physical Istimara Card

Once renewed on Absher, the digital Istimara updates immediately in your Tawakkalna and Absher digital document wallets. Carrying the physical plastic card is no longer mandatory inside Saudi Arabia, as police patrols verify digital IDs via barcode. However, if you plan to travel outside the Kingdom with the car, you can request home delivery of the printed card via Saudi Post (SPL) for a nominal courier fee.
